Underfunded programs frequently depend on volunteers and may have to reduce or eliminate vital resources. The financial challenges faced by both participants and programs create a cycle that limits access for those who could benefit most, leaving many without the opportunity to experience the physical, emotional, and mental benefits of therapeutic riding. ​
